Slum clearance and slum improvement has been the main agenda for all the state governments and the government of India until recent times. From time to time, in Kerala and particularly in Cochin the slums have been shifted from one place to another, but till now there is no lasting solution to the basic problems. The effort taken to create the basic amenities was not satisfactory for a vast majority of the slum dwellers. When considering the present developments in

The Kerala government has undertaken a series of measures for the welfare and development of the slum areas. The government felt that it was necessary to pass an Act for the improvement of the slum areas. In accordance with the Act, a Board was constituted with the following objectives:

a. To take up initiatives for environmental improvement, clearance and redevelopment of slums
b. To enable the slum dwellers to live in hygienic conditions by providing basic amenities such as drinking water, street lights, roads, drains, community bathrooms, storm water drains and community halls wherever possible.
c. To prevent unauthorized constructions inside the slum areas.
d. To identify and declare the slum areas according to the special Act
e. To take up survey of slums in order to study the socio-economic conditions of the slum dwellers.

In Cochin slum dwellers in the urban areas are a happier lot. Due to the phenomenal appreciation in land values, even the small piece of land owned by these people now fetches lakhs of rupees. In many places in Cochin, the slum dwellers have moved out to the farther areas after selling off their small tracts of land in the city centers.
